The basic concept behind SEO is establishing "credibility" with the search engines that your website actually relates to the keywords for which you are trying to optimize. For example, if you want your website to appear high on the list of results when someone Googles "shoes", you need to build credibility that your website sells shoes - Google won't just take your word for it.
There are three ways this credibility is built:
Site Content/Struture - The content and structure of your website itself must lend credibility to your chosen set of keywords. If your website was built with SEO in mind, optimizing for certain keywords will involve tweeking certain settings and should not require restructuring your entire website.
Unique Original Content - Google will not consider you an expert in your field if your content is simply copied from another website (and you can't hide this from Google!). Press releases, informative articles, or an insightful blog are great wasy to create ongoing quality content for your website.
Backlinks - Though Google may not take your word for it, the existance of backlinks (links to your website from other websites) from reputable websites is a primary measure of validating your keywords - especially backlinks from high-ranking or popular websites.
